Capacity Building Assistance

Pacific AETC envisions its training and technical assistance work within a broad, capacity building assistance framework. Capacity building assistance is the process by which individuals and organizations gain, strengthen, improve, and retain the skills, knowledge, and tools needed to competently do their jobs now and in the future. While training (and technical assistance) often refers to providing skills development for a specific job duty or defined problem, capacity building acknowledges these skills development needs within larger cultural, political, organizational, and systemic context, which affects the ability to achieve desired outcomes.

To realize our vision of a just, responsive, and accessible healthcare system, Pacific AETC believes that this holistic approach is the best vehicle for our work. A capacity building perspective takes into account the stigma and cultural considerations a provider might have for prescribing PrEP, for example, or considers the operational, programmatic, financial, or organizational concerns that an FQHC may have in implementing opt-out HIV testing, as another example. By understanding some of these constraints and opportunities, we can more effectively and efficiently support the implementation of HIV-related interventions and services. We believe capacity building is a continuous improvement strategy toward sustaining change within individuals and organizations.
